Thermal Conversion Compound Industriepark Höchst GmbH (T2C for short) was established on December 27, 2005. Its shareholders are Infraserv GmbH & Co. Höchst KG (83.3 %), the operator of Industriepark Höchst, and 3i Group plc, an international investor who, just in Germany, holds stock in some 90 medium-sized companies operating in environmental engineering, health care and infrastructure. T2C's core business is the thermal conversion of high-energy wastes also known as refuse-derived fuels.

Every year, 500 kilograms of waste are produced for every resident of Germany. Much of this waste can be recycled if properly sorted or separated. The cleanest solution for the remaining non-recyclable waste is thermal conversion incineration, in other words. Legislators have recognized this fact, and passed a law banning the landfilling of untreated waste as of June 1, 2005 in Germany. Incineration plants can only become truly efficient if the energy they produce is used simultaneously as electricity and steam. That calls for a special environment one like Industriepark Höchst with its 90-plus tenants. All told, waste incineration is helping to minimize fossil-fuel use and meet Germany's obligations under the Kyoto Protocol on climate change.

In response to this pressing need, T2C is planning to build a waste-to-energy plant for 675,000 t/a of refuse-derived fuel that will generate 70 MW electricity and 250 t/h steam in Industriepark Höchst. The plant is scheduled to come on stream in 2009. One of the company's overriding priorities is environmental protection. T2C is introducing an environmental-management system early on in order to constantly review and improve its environmental performance during the facility's entire lifecycle and minimize its impact on the surrounding neighborhoods.
